The International Ice Hockey Federation said after a council review that Russia will not be allowed to participate in four tournaments in 2027: the world junior championships, the men's world championships and the under-18 men's and women's tournaments. The federation also said a separate decision on the women's world championships would be made in November.

The announcement keeps in place a ban that has been running since Russian teams were removed from international competition after the invasion of Ukraine in February 2022. In its statement, the IIHF said it was acting because of ongoing safety, security and sporting integrity concerns. It had previously said in May that Russia's eligibility would be handled on a case-by-case basis, which makes the new decision a clear continuation of the federation's cautious line rather than a sudden reversal.

For Russian hockey, the practical effect is immediate even though the tournaments are still months away. The world junior event and the under-18 championships are key staging grounds for the sport's next generation, while the senior men's worlds remain the most visible annual showcase outside the Olympics. Exclusion from all of them means another full season in which Russian teams will be absent from the IIHF's main competitive pathway.

That matters because the junior and under-18 events are not just side brackets. They feed national development systems, influence scouting and shape the careers of players who are still a long way from the senior national team. A ban at that level therefore reaches beyond a single tournament calendar and into the sport's longer-term talent pipeline.

The one unresolved piece is the women's tournament. By pushing that decision to November, the federation left itself some room to revisit the issue later in the year, but the direction of travel remains the same. The IIHF did not signal a relaxation of its concerns, and the report gave no indication that Russia would be restored before the women's worlds ruling. For now, the federation's calendar is effectively split between a firm exclusion and one pending decision.

The report also sits against broader sports-governance context. The International Olympic Committee earlier this month provisionally lifted a suspension of the Russian Olympic Committee, but Russia has still been kept out of team sports at the Olympics since the 2022 invasion. The NHL, which is helping run the 2028 World Cup of Hockey along with the NHL Players' Association, has said it would follow organizations such as the IIHF and IOC when deciding whether to permit Russian participation. That makes the IIHF's ruling relevant beyond its own tournaments.

The policy question is unlikely to disappear quickly because it reaches beyond simple roster decisions. Safety concerns, travel logistics and the political meaning of international sport all remain entangled. The IIHF's latest move shows that, on the event date, the federation was still unwilling to shift that balance in Russia's favor. Until the women's decision arrives in November, the clearest fact is that Russian teams remain out of the 2027 IIHF tournament picture in every major men's and youth event announced so far.
